CARE International in Myanmar is looking to fill the position of Rakhine Program Coordinator in Maungdaw, Myanmar. The role oversees the implementation and ongoing development of the Rakhine State program and works closely with the Assistant Country Director – Programs (ACDP) to ensure long-term and short-term priorities for Rakhine are on track. The role also ensures compliance and quality assurances, providing support and supervision to a team of project managers and specialists working across diverse integrated rural development programs.

The role will work in association with the WASH Program Manager to oversee implementation, follow up and evaluation of WASH activities in communities across the Tafea Province. The role will be responsible for implementing technical elements of programs including installation of WASH infrastructures and facilitating safety and security planning for community drinking water.

Your extensive knowledge of piped gravity fed systems, rainwater harvesting, and drinking water safety and security planning will make you an ideal candidate for this role. You will have demonstrated experience in WASH related recovery, development response and resilience focused Disaster Risk Reduction interventions. Your ability to effectively facilitate group discussions and training to technical working groups will set you apart from others.

CARE International in Laos is looking for a final evaluation consultant for the WORD Project. The WORD Project aims to ensure benefits to remote ethnic women and their communities, by strengthening community based organisations and fostering demand driven service delivery for income generating activities and community development.

The main purpose of the evaluation will be to help extract ‘what works’ and ‘ key lessons’ learned through the project .The end line survey is intended to provide analytical insight (using key indicators) into the influence of WORD that contributed to change among the target communities. In consultation with CARE, the consultant is responsible for: refining the research methodology; implementing the agreed methodology (incl. training data collectors); analysing data/information; debriefing on preliminary findings; documenting /reporting in English; coordinating with government partner evaluation staff.

Evaluation objectives:

  1. Assess the project’s achievements against project logical framework.
  2. Assess the project’s contribution to improving the lives of remote ethnic women by evaluating achievements based on Relevance, Effectiveness, Efficiency, Outcomes and Sustainability.
  3. Assess the extent to which the project has been consistent with CARE’s gender equality framework and its achievements in transforming gender relations.

CARE International in Laos is looking for an End Line Evaluation Consultant for the PACMUW Project. The project addresses key Women’s Empowerment thematic priorities of Decent Work, Gender-Based Violence and Sexual Reproductive Health and Nutrition for garment factory workers, entertainment workers and domestic workers. The project aims to capture lessons learned to identify successful approaches for empowering extremely marginalised women in relation to labour protections, protections around violence and control over their own sexual reproductive health and nutrition needs.

The results of the end line survey evaluation will contribute to the PACMUW end of project evaluation (EoPE). The PACMUW project included a baseline measure of the project’s key indicators shortly after commencement. The end line survey is intended to provide an insight into the influence PACMUW has had in bringing about change in the same indicators during implementation.

Cambodia: Project Advisory, Review and Evaluation Services (Request for Proposal)

CARE Australia is seeking to engage a consultant team to accompany the STOP project through mid-term review, social impact and final evaluation activities to add value to learning and enhance performance of the project.

Enhancing Women’s Voice to Stop Sexual Harassment (STOP) is funded by CARE Australia and the Australian Government through the Australian NGO Cooperation Program (ANCP) and the Gender Action Platform. With partners in Laos, Cambodia, Vietnam and Myanmar, STOP will target sexual harassment as a key obstacle to achieving women’s economic rights at national levels through improved policy settings and better workplace practices and protections in garment factories.

The consultant team is expected to deliver on three objectives:

  • To support the implementation of the Monitoring and Evaluation framework for the STOP project, including mid-term review, social impact and final evaluation exercises.
  • To adopt an approach that builds skills in critical analysis and evaluation across CARE country office (CO) teams engaged in the STOP project.
  • To work collaboratively to design creative, gender transformative and empowering approaches to review and evaluation activities.

Cambodia: Evaluation Consultant (Multiple Positions)

Since 2003, CARE has worked in partnership with the Royal Government of Cambodia (Ministry of Education, Youth and Sport) and other stakeholders (such as UNICEF) to develop and implement a multi-lingual education (MLE) model under the Education for Ethnic Minorities Program (EEM) program. The aim of this model is to increase Cambodian ethnic minority children’s access to, and the quality of, primary and secondary education.

CARE is seeking an evaluation consultant/evaluation team to undertake an evaluation of the EEM program.

There are two components to this evaluation – an impact assessment and a cost-benefit analysis. The purpose of this evaluation is to:

  1. Document the impact of the EEM program, with a view to influencing other donors or national governments in the South East Asia region to replicate the model.
  2. Document successful strategies for ensuring sustainability of the model through government systems.
  3. Provide data on the short and long-term financial costs/benefits of the MLE model to assist other governments/donors with making decisions about investing in such models.

Key Responsibilities

About the Role

This is an exciting opportunity for a motivated individual to play a key role in implementing the CARE International (CI) PNG strategy and mobilising resources for CI PNG’s mainland programs.

You will identify new project opportunities and develop funding concepts and proposals ensuring sound evidence of project results on the PNG mainland.

Key Responsibilities

• Lead the development of a cohesive, focused and effective program on the PNG Mainland

• Identify funding opportunities for the CI PNG Mainland and Bougainville long-term programs

About the Role

This is an exciting opportunity for a motivated individual to play a key role in ensuring efficient and accountable management of CARE International’s (CI) development and humanitarian program.

We are seeking an experienced strategic and senior operational manager with a proven ability to manage complex budgets, staff and programs.

Key Responsibilities

• Establish and maintain an effective management structure in the country that is documented and identifies responsibilities and accountabilities

• Promote the Vision, Mission and Focus of CARE International

• Contribute to the development, promulgation and implementation of CARE Australia’s strategic and corporate policies and practices

• Identify and manage key corporate risks in relation to CI Myanmar’s operations

• Represent CARE International as required with the host government and in donor, sector or other meetings

• Provide effective leadership and management for the response by CI Myanmar in the event of an humanitarian emergency

Ideally you will have

• Senior operational management experience in international aid demonstrating the capacity to manage budgets, staff and programs, preferably with an international NGO

• Demonstrated experience in leadership and management in a complex international setting

• Demonstrated knowledge and experience in project design and proposal preparation, program and project management

• Proven capacity to develop external relationships to further the goals of CI and to secure program funding

• Excellent skills, experience and in-depth understanding of change management principles and methodologies

We have an exciting opportunity to join our team in Timor-Leste as the Assistant Country Director Programs. This is a dynamic and interesting position for someone who wants to play a key role in setting the strategic direction of the Country Office.

The role oversees all programs and projects, and leads senior managers ensuring best practice in both people and program management

Key Responsibilities

· Ensure that all program development and implementation is consistent with strategic plans

· Develop new program and project opportunities and ensure they are of high quality and strategically aligned

· Ensure appropriate representation of CARE International in Timor-Leste in programming, policy coordination and information sharing forums · Develop and maintain close relationships with donors and counterparts, and support CARE Australia in fund-raising and engagement of donors · Provide direction, guidance, assistance and support to Gender and Program Quality team and Project Managers.

-Lead senior managers in identifying, designing and implementing appropriate training and effective coaching and mentoring strategies for programming staff.

Ideally you will have

· Extensive strategic and operational experience, preferably with an international NGO

· Demonstrated knowledge and experience of current best practice development approaches, tools and methodologies

· Excellent ability to transfer skills to national counterpart(s) to promote national leadership · Demonstrated skills in leadership and management in a complex international setting and excellent people management skills

Make your mark leading an exciting education project, Lafaek. Leading the project, the director will focus on the line management, leadership and coordination activities of the team.

With limited professional and management supervision, the role will develop the social enterprise operating within CARE as an effective and sustainable operating business model.

Key Responsibilities**

  • To lead implementation of the Lafaek Business Plan;
  • Lead business development opportunities within the education sector;
  • Ensure effective performance management and professional development of education teams;
  • Develop the sales and marketing strategy for the Lafaek social enterprise in line with the objectives of the Lafaek Business Plan;
  • Ensure that robust and effective monitoring and evaluation systems are in place;
  • Ensure accurate and timely financial management, budgeting, and reporting according to CARE's and the donor's processes and procedures.

Ideally you will have

  • Experience of working with an international NGO not-for-profit in an international development context;
  • Extensive experience in and knowledge of innovative business approaches including social enterprise development, management and sustainability in developing country contexts;
  • Demonstrated skills in leadership and management in a complex international setting;
  • Representational skills including experience building and developing networks and relationships;
