CARE International is looking to fill the position of Disaster Risk Reduction (DRR) Coordinator in Timor Leste. The DRR Coordinator has responsibility for providing coordination, implementation and technical support to CARE’S emergency preparedness and response programming in Timor Leste. In addition, the role provides strategic and technical advice to program and project managers and project staff.

To be successful in this role you will have humanitarian aid experience in complex emergencies and natural disasters with experience in food security and livelihoods programming. The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator has overall responsibility for ensuring CARE’s WASH projects are of a high quality, meet both CARE and donor requirements, and that effective monitoring and accountability mechanisms are in place. These projects have a post Pam recovery and an El Nino focus and are undertaking immediate and rehabilitation WASH activities in rural areas of Vanuatu.

To perform highly in this role and to compliment your knowledge of MEAL frameworks and experience implementing MEAL systems, you will have strong project cycle management and capacity building skills. Your demonstrated experience in continuous quality improvement as well as your understanding of knowledge management and how to implement knowledge management systems in a development context will set your apart from others. CARE International is looking to fill the position of Sexual, Reproductive, Maternal Health and Rights Advisor (SRMHR) Advisor in Cambodia. The SRMHR Advisor oversees the development, testing, adaptation, and implementation of behavior change communications materials/curricula and technical tools. The role also provides technical quality oversight of nutritional strategies and materials in multiple projects. It provides technical leadership and capacity building to staff and local partners including government and civil society. The role engages and contributes to technical working groups and liaises with relevant health authorities in Cambodia.

To be successful in this role you will have postgraduate degree in public health or related field and a minimum of five years’ experience in related programming. Your extensive experience in the design and development of complex project interventions including experience in implementing institutionally funded SRMHR projects and programs will set you apart from others. All applicants should be able to demonstrate excellent verbal communication skills and demonstrated ability to build strong mutually beneficial relationships with a diverse cross cultural group of stakeholders. Lao People's Democratic Republic (the): Short Term Consultant- Baseline Assessment-November-December 2016 (29 Days)

CARE International in Lao PDR is seeking applications for a INTERNATIONAL and/or NATIONAL consultant to carry out a baseline assessment for the “Scaling Up convergent Programme Approaches to improve food and nutrition security in the northern uplands (SUPA)”, funded by the European Union. The objective of the project is to improve food and nutrition security of ethnic women living in remote upland areas, their families and communities.

The project will strengthen the capacity of farmers to promote good WASH, agriculture and health practices related to nutrition and support the implementation of clean water supply and nutrition-sensitive agriculture activity packages. The project works with 50 villages in three districts of Phongsaly and two villages of Luang Namtha. It also engages local government stakeholders into nutrition planning, aiming at increasing their ability to integrate nutrition planning into the respective sector policies and action plans.

The baseline assessment will collect mainly quantitative data against select baseline indicators – with a focus on food security, agriculture, WASH and anthropometric data for nutrition. The baseline will also explore gender relations, in particular with regards to workload sharing for the particular livelihood strategies aiming to improve nutrition as well as women’s control over assets and access to information.

Application

The application should include a basic work-plan (indicating availability/timing), brief letter of expression of interest and introduction, budget, and sample of a similar piece of work. At a minimum, the quote should include the following:

  • Fixed price package rate for this assignment, including any flights, accommodation etc, as necessary

  • A concept paper of the proposed methodology

  • Detailed research plan

The role is responsible for assisting in the planning and execution of research for the livelihood consortium, and oversees the routine monitoring and evaluation efforts for the CARE implemented program in the three townships in northern part of Rakhine. This role involves ensuring that monitoring and evaluation is technically sound and implemented in timely manner and support decision making and scheduled reporting. The role also supports other technical research by providing input about appropriate methodology and analysis.

Your experience with SPSS package and advanced application knowledge of MS packages as well as excellent understanding of gender, diversity and women’s empowerment will make you an ideal candidate for this role.
